I think the correct answer is : it is being dealt with. That government, which apparently still sanctions soldiers murdering civilians on a daily basis (note that even the UN is surprised) is being reduced. As damage tolls mount, the harm becomes irreparable, at least in the short term. Leading citizens will realize this very soon. Milosevitch has underestimated the resolve that would be shown in the face of his savage treatment of fellow Yugoslavians (we could substitute human here).

He is coming to the table.
