FWIW: I have worked with both Java and PL/SQL applications. I am also studying for my Oracle DBA certification. PL/SQL is much more integrated with SQL than Java is. In fact, PL/SQL is part of the package that comes with an Oracle instance. Java has some very good "hooks" into SQL and therefore Oracle databases. In the applications that we run there is no big noticeable difference in performance to the users between the Java and PL/SQL programs.
