Chas: I think you are missing the clue that tells that the static field converter is a hoax (I know, you knew that anyway.) In 1968 a self promoting nutcase from Greenwich Village with a good sense of humor campaigned for president as a write-in. He plastered the city with big posters of himself nude, with just a top hat covering his genitals.

His slogan was "Vote for me, I've nothing to hide."

His name? Abolafia.

In other words, this is not a scam, it is performance art.
