Wow, to know that someone named Abolafia ran for President in 1968, plastering Greenwich Village with posters, you must be old. At least you still have a good memory.

I suspect that this was a different person, and that we are not dealing with performance art here, at least not intentionally.

If you go to uspto.gov, and run a patent search for 5,710,531, you will see that the patent really exists.

From Abolafia's website, inventor1-y2k.com it seems that most of what he is doing is setting up computer systems, which doesn't require a PE license. However, he does advertise Electrical Engineering, as well, and most states require a person to have a PE license before he can use the term "Engineer" in advertising.

[I heard a story regarding a store selling tires in Birmingham: the state sent someone to investigate a complaint that they were improperly using the term "Engineer." The store is in fact called "Tire Engineers" When the state's agent went inside and complained, the owner calmly turned and pointed to the wall, where his PE license was hanging.]
