Your right about the 56k technology requiring a stronger signal.
This is interesting, I'm reading (long article) in the March boardwatch an article titled 56k modems, the battle continues. In the article Lucent claims they have a technique called "Level Learning" that "allows them to achieve the full 56k rate without exceeding the FCC Specification". They also claim they can perform some sort of CODEC synchronization that dramatically decreases line noise. Jack Rickard state's "All inquiries indicate that none of this is born out outside the lab, and anyway it's all just a bit secret at this point, so we can't apply much veracity to these reports.

This is a good article, should be on the web in a couple week's. At least Rickard reports honestly...
