It is my guess, and it is a guess, that RKR intends on waiting for submissions from the majors to then determine their options. It would seem foolish to me, to procede with a drill program at this point without seeing some proposals from the majors that are interested.

If a major were to believe, like Rock, that this property has significant potential, he may propose a complete drilling program, or expenditures of $x,xxx,xxx over 2 years..... and if viable.... development into final production. I realize that that is a large leap from where we are, but the point is, hitting 3 dry holes on a limited budget right now would be devastating for RKR.

Is it possible to hit 3 dry holes with a deposit that may contain 1 billion tonnes of Ore? Absolutely....so what do you do......weigh your options, I would think!
