OTOTOT...Note that I used the relative term "wiser" when referring to Congress , not the absolute term "wise". In this case the many companies doing business with China have lots of money for campaign donations. This will probably insure that Congress limits its response to posturing and headline grabbing.If you have a chicken coop, it's too much to expect that foxes won't come calling. As you suggest, the real blame lies with the farmer who leaves the door open and goes on vacation. One reason the old Soviet anti spy system worked is that the agency leaders had real punishment (read shot) if they goofed this bad. Here in the US they will enjoy full pensions.
While I'm in favor of free trade, I sometimes wonder if we should trade at all with a country that has nuclear ICBM's targeted on us. China is the only country in the world doing this to us. Which one of the communist leaders said that capitalists would sell you the rope to hang them with? There is no real reason for China and the USA not to get along well. There is no major conflict of interest, and we share a worry about Russia.
