OTOTOT.....To the best of my knowledge, US warheads are not targeted at all. Targets can be fed into them in a few minutes. This means that an extra step is needed to allow US warheads to hit a target. This gives a few extra minutes to consider the situation, and makes an accidental or terrorist launch far less likely. The Russians use the same system. I believe the Chinese ICBM's are pre targeted, and if they are pre targeted at us that is prima facie evidence that they think we are their enemy, and that their weapons have a dangerous hair trigger. It may be a fine point, but the way we do it means we haven't decided in advance who our enemies are.
