Currencies do not debut as etailers, giving a discount at the beginning. Europe is experiencing sluggish growth for a myriad of reasons, which is putting pressure on the Euro. The EC may raise rates to make it attractive in the short term, but just as in SE Asia, such effects are going to be temporary (in SE Asia sovereign bonds were essentially reduced to junk status, I am not sure if that's what the EC wants to happen to their currency). Long term, growth has to come back and raising rates is not exactly want the doctor usually prescribes in that kind of a situation.

Tell me, do you trade bonds and currencies?
