are those all sales or a combination of buys and sells or can you tell?

If sales then he seems to have a history of regularly selling off holdings. He may even have rights to buy more shares that will offset some or all of those sales...in other words, it's an incomplete picture that would require additional analysis in order to attach any implications of this registration to sell 11% of his holdings.
