To me, it sounds like LV Housing Authority is asking Practice MGMT Grp to submit a proposal. A request for a company to summit a proposal sounds like a done deal if the proposal that is submitted is workable with both parties. It must be that the Housing Authority is not receiving many proposals, if they are requesting proposals.
