They can send "peace keeping" troops to Yugoslavia before the conflict is over, assist Belgrade militarily, threaten to form a military alliance with China, provide nuclear technology to enemies of the US, detonate a nuclear device as a warning..... should I keep going?

Russian could have sent an entire division of troops to Belgrade two months ago. But they haven't, now have they??
They could have detonated a thermo-nuclear device months ago, but they haven't, have they??
They could have sent Yeltsin over to personally perform a lap-dance for Milosevic's wife, but they haven't, have they??
They could have called up the very powers of hell itself and sent its hordes of Incubi and Sucubi to dogfight our fighter pilots ... But they haven't, have they??
