The course NATO has taken has resulted in very few casualties, and has a clear ending, capitulation on the part of those being bombed. That is a clear goal. It will only be a clear ending when the capitulation occurs. I don't expect it to. I expect Milosevic to agree to negotiate in return for a halt to the bombs, and to extend the negotiations for as long as possible before sabotaging them. At which point the bombing will resume. How long can this go on? A long time. Look at Iraq. I don't see Milosevic capitulating, and I don't see him being forced out. External aggression tends to consolidate support behind a leader, not to provoke dissent.
