semiconductors tend to peak every 1 1/2 to 2 years. In 1995, everyone was predicting that cycles were gone and that chip demand were permanent. Now, with Asia 'coming back', they're ramping up DRAM output --- 150% increase announced by NEC today, Korean producers, and MU also. Next, cable modem chip prices have started falling in price now 10% per quarter. Many of the chip makers are and have been moving toward production of chips for communications and away from PC components. The excess production will be kept going by the Asian Tigers.
