They can blame Milo for their problems and he can now become the focus of how to end the crisis and get back to some semblance of normality.

And they should blame Milo as I've stated before. He led them down this path, and utilized the overwhelming military power of the army Tito created to subjugate and terrorize the other ethnicities.

The question is not whether they can or should blame Milosevic, but whether they will. At this point it appears more likely that they will view the bombing not as an attack on their leader, but on their country. Most people in a nation under attack will rally behind the leader of the moment, even if it is not a leader they approved of in peacetime.

The indictment comes from "the enemy" - I don't expect them to see NATO as anything but that - and it will have little or no impact on Serbian public opinion.
