Apparently, the indictment of Milosevic was aimed at Montenegro, not Serbia... Here's an interesting article from French daily Libération:

What the article basically states is that the Serbian presidency was so far the only legitimate Serbian institution recognized by Montenegro. But now that the presidency (S. Milosevic, that is) is indicted on a charge of war crimes, etc., Montenegrin authorities have a strong incentive to break off with Belgrade --the snag is that over 40,000 Serbian troops under Milosevic's command are currently stationed in Montenegro... How about the following ''screenplay'':
Under some heavy diplomatic/economic pressures, Montenegro secedes from Belgrade, driving right away Milosevic to launch a coup. At this point, the US will effortlessly convince the other NATO members that such an anti-democratic outrage on the part of Milosevic deserves... a ground intervention!
