Fair question. Not an easy one to answer definitively. However, for starters we should make it clear we withhold our moral sanction of the government of the PRC. We should encourage all manner of people-to-people contacts- except with regard to weapons lab personnel. Trade and military cooperation should, at very least, be curtailed, if not eliminated. You are correct that if other nations trade freely with China, that certainly undercuts the practical effect of sanctions we might impose. It does not make those sanctions any less morally compelling- which is not to say that immediate satisfaction of moral standards should be the only goal of foreign policy. Decisions based on moral considerations need not always bow to "practical" concerns.

Perhaps we should encourage dissident voices within China, while making it clear what are the limits of that support. We should make it clear that the US opposes the imposition of Chinese dictatorship on those who do not currently suffer under its control and we should support those who might be threatened by Beijing's aggression.

As I've said before on this thread, Sino-US trade, while important to the US, is more important to China. It is simply abhorrent for us to buy "beanie babies" and the like produced by slave labor in Chinese prisons when it is produced by those who should not be in prison in the first place. Our trade and diplomatic policies should reflect this.
