RFP is standard double speak for putting a contract or project up for bidding. If the LV housing authority is a government entity, they'd get sued into oblivion for not allowing competitive bidding. If they just happen to pick the company that their mayor sits on the board of, at least everybody had a chance to bid. There are still loopholes about being reasonably able to provide the service etc. that allow you to hire your brother-in-law or whoever you really want.

What confuses me is when they use RFP and we-are-in-negotiations in the same speech. It sounds like, as you say, that the Housing Authority has already made up their minds, with that verbiage. I wish I knew someone out there that could track this process locally.

I may break tradition and do a little DD on this topic. I have some loose change to plunk down somewhere and wouldn't rule out some additional shares of this. They seem to be progressing pretty well.
