You can define things anyway you want to win an argument- to the Norse they were Gods. The more primitive people are the less imposing or elaborate their Gods need to be, and the more human they can be. You can see the evolution clearly in the Christian bible. God starts out as one cranky son of a bitch, kind of like a cross between Thor and Wotan (but he only impregnates one gal, so he does show a bit of restraint) and he winds up a remote spirit whose personal manifestation is through his kinder gentler son.
