Please read and discover that IA-64 is not VLIW

IA-64 utilizes the fundamental VLIW principle that hazards are detected at compile time, rather than at run time (like in a superscalar architecture.) IA-64 also utilizes the fundamental VLIW principle that specific types of instructions are limited to specific dispatch slots. I think you are arguing semantics.
