I personally think it was. Don't forget that the former Soviet operators had previously done extensive wide spaced diamond drilling which indicated a potential large ore body. As well, Steppe was originally hyped by a couple of fairly reputable small brokerage firms. I think one was Cannacord, but I could be wrong. It was a long time ago, and I threw out the literature after I bailed at a measly 4 cents. At least it paid for my beer for a couple of weeks. Regards.
