Democracies will always be at a disadvantage to authoritarian states
since we have to discuss what we're going to do and get the support of
all the people, not just the various elite factions.

I think, in the long run, democracies have a decided advantage, partly because of the need to get public support. Look at the authoritarian states we've had conflicts with this century.
