Most people today use 28kbps modem. To have a true TV/Video quality, we need 384 kbps if we utilize today's best video compression standard. In the future, the 384 kbps rate could go lower if scientists invent better compression schemes to reduce the required data rate to, say, 128 kbps, and still maintain true video quality.
All said, I don't think 28 kbps will be ever sufficient to transmit true high quality motion video unless you reduce the number of picture frames per second. However, since new access technologies are being deployed to increase the end user's access rate from 28.8 kbps to >384 kbps. These new technologies include xDSL, Cable Modem, Broadband Wireless and Satellite. They are coming and already available in many cities in US. This is the so called last-mile/local loop battle.
