3 simple things.

The underwriters, the underwriters and the underwriters.

The clear leaders are Goldman, Morgan Stanley, Robert Stevens and CS First Boston.

The other investment banks have winners from time to time, but more often than not their offerings stink.

Another good indication is how the underwriters support the stocks after they are taken public. Bear Stearns clearly falls short in this category.

Their are other factors to consider in determining the quality of an IPO, but for me the first and most important gauge is the investment bank used.
