Damn, I've forgotten your questions while trying to sign up here.. oh well, heres the answers anyway..
Highly unlikely you'll be able to place a PCI modem into an ISA slot, if ya do, let me know how you did it without frying your computer.. : )
Most PCI modems are software driven, if there is a problem with volume control in such a modem, chances are the drivers are not what they should be.
And yes, you can run two or MORE computers off a single cable modem or any modem for that matter assuming a properly created network..
