"Sign on the dotted line" may become an obsolete phrase if a new bill makes it through Congress. The Digital Signature Act of 1999 would make digital signatures as legally binding as penned John Hancocks.

If passed, consumers and businesses could sign contracts online. The real estate industry, for example, is interested in seeing the Net become a forum for closing home sales.
