Jim, I hope and pray you are right, but the same congress tried a number of time to change the patent law to first to file from first to invent, in an attempt of big corporations to "screw" the small independent inventors. They managed to get half of what they wanted by torpedoing "submarine" patents (those that take longer than three years from filing to issuance) and making the life of a patent a straight 20 years from date of filing, rather than the 17 years from Issue (which in many cases was much longer than the 20 years from filing). Thus, if big corporate America can get its way, why not the biggest of them and owned by the Government itself, the postal service. The ISP's will probably get another source of revenue as tax collector, and at least use the money to support cash flow between the time they are paid until they pay the Postal guys. They got nothing to lose.
