I don't think so. Ballmer has been looking at ROI on the huge MSFT R&D for a while, according to folks inside the company. Myhrvold had been "off in his own world" for a long time and missed a number of key technology transitions according to these guys.

I wonder if Rick Rashid will take over as CTO. I was impressed by Rashid's work on the MACH kernel (and high performance microkernel architecture in general) when he was at CMU. I was always amazed that MSFT would have gotten someone of Rashid's talent and then failed to get him more deeply involved in their own OS architecture. His papers on the MACH 3.0 kernel vs. small monolithc OS designs were first rate.
