I'm not 100% sure, but I believe that's more a feature of IE 4.0/5.0 and not so much Windows 98.

Explorer will attempt to gues what domain the site is actually on.

If you just type in pepsi, and assuming the domain name was not taken, it would attempt pepsi.com, pepsi.org, pepsi.net, etc.

Neat time saver is right, but it can be a little annoying when it keeps popping up a URL that you do not want.
