For the UN to do so, absolutely. And it works, though it takes time. The Lockerbie bombers got turned over, at last, after UN sanctions against Libya. No bombing needed.

That's authority enough for me to determine whether destabilization has occurred.

You may be willing to let Nato do your thinking for you. I prefer to do my own thinking for myself. And we won't know what is behind this "coalition" until the bills start coming due and getting paid, or the threats we issued start to emerge, as they eventually will.
