Another reason most funds lag is the poor timing that investors have in trying to time those funds. They flood the funds with money at the tops and redeem their funds at the lows. There was a study on the web that published that the average mutual fund was up slightly over 15% in the last fifteen or ten years, I forget which. Meanwhile, the average fund investor had a return of just over 5% over that time frame. For all that effort, one could have made the same return over that time frame with money market funds.
