Like you, I find the UN to be a black hole of bureaucracy. Unfortunately, it is the only such organization we have, and it does play a necessary role, if only as a forum.
It will reform itself if it wants to survive, and most members want it to survive, so changes will take place.
Back to Kososvo.
It seems to me that you view those opposed to the continuation of NATO's action as unrealistic pacifists, and/or apologists for Milosevic.
Yet, the largest Veteran's organization in the US is opposed to the continuation of this war, and I would think the majority of these people do not fit in these categories.
Only history will be able to judge if, in their persistance and by using the means they are using, NATO leaders were fools or statesmen.
