Entry Point, Base, and other Stuff...

In looking over the chart of Riley I noticed the upward spikes in April 1995, August 1995, April 1996, etc. I'm trying to correlate some reason to these highs but I can't seem to find any news occurring on or near those dates. Can someone tell me why the stock did this?

I am trying to also establish an entry point for the stock. I have seen .15 as a suggestion. However, the base seems to be around .13. It seems like the stock slowly declines towards this level and then goes up. Does anyone think we will see these levels again in the near future? Another indicator of a good entry point may be the issuance of options at .18 and .19 over the last week. Any ideas on a good time to get into this?
