And why couldn't anyone else do this. The only parameter the K7 can control is (address out) and (data hold). Does Intel have a problem with these parameters?

Running a system bus at 200 MHz apparently is very difficult. You can push the address valid times out easily enough, but the trick is returning valid data every 5ns on an external bus. This apparently has caused AMD to put a lot of high powered voltage regulators on the K7 bus.
