The crux of the problem Ron is failed diplomacy on the part of Albright and Hoolbrooke (Rambouillet); as highlighted by Dr. Henry Kissinger.

Issuing an ultimatum (sign agreement or threaten use of force) is NO method of diplomacy. As a result both "proud" sides are at war now with the real victims being thousands of dead Serbian and Albanian people. The bombing accelerated the expulsion of the Albanians and no doubt angered the agressive Serb paramilitary troops. This obviously was not a solution to the real humanitarian issue; now it's a save NATO face game.
