DESC: The Centers for Disease Control and Prevention (CDC) contemplates
awarding an order for two (2) Head/Eye Movement Tracking Systems
for a research program which requires the capability to remotely
monitor and record the head movements, points-of-gaze, and
pupil diameters of individuals who are viewing a computer monitor.
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. This solicitation, 1999I00029, is issued as a Request
for Quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal
Acquisition Circular 97-08. This is a total small business
set aside. The SIC code is 3577, with a size standard of 1.000
employees. The CDC is initiating a research program which requires
the capability to remotely monitor and record the head movements,
points-of-gaze, and pupil diameters of individuals who are
viewing a computer monitor via the use of magnetic head-tracking
technologies and corneal reflection technologies. To enable
the researchers to both interpret the data and monitor the
data collection process, there must be the capability to monitor
both the eye image and the scene image during the data acquisition
process. Appropriate computer software must also exist to enable
and support proper operation, calibration, and data collection
and analysis. The system must also be capable of accommodating
a reasonable amount of head movement during the viewing sessions
and employ technologies that maximize the likelihood of being
able to continuously record the movements of the head and eye
during both normal and subdued lighting conditions (e.g., via
the use of a Abright pupil@ technology in conjunction with
appropriate head-movement tracking technologies.) Each of the
two (2) systems shall contain the following: (1) Complete Remote
Eye Tracking System. (a) Includes interface PC which can be
connected to an Ethernet network to permit data to be analyzed
from remote locations; (b) Accommodates input of external referent
event and time markers to facilitate interpretation and analysis
of data; (c) Uses corneal reflection method; (d) Accommodates
use under indoor and poorly illuminated areas, using Abright
pupil@ technology; (e) Permits accurate tracking of point-of-gaze
while allowing one square foot of head movement; (f) Provides
outputs with which to record time, and horizontal and vertical
coordinates of line-of-gaze: 1. provides system accuracy of
less than 0.5 degree; 2. resolution of less than 0.25 degree;
tracks visual range of greater than or equal to 50 degrees
horizontally and greater than or equal to 40 degrees vertically;
and 4. provides sampling rates and output rates at greater
than or equal to 60 Hz; (g) Provides outputs which support
concurrent recording of both eye position (X and Y coordinates)
and pupil diameter; (h) Provides sampling rates and output
rates at 50 Hz or 60 Hz; (i) Supports eye tracking up to at
least 40 inches (distance of optics to eye.); (j) Uses remote
optics (i.e., user will wear no optical device through which
her or she has to view the area-of-interest.); (k) Provides
data outputs via RS232 serial port in ASCII format; (l) Provides
outputs which correspond to the nature and extent and time
of head movements made while viewing the area of interest;
(m) Includes color scene video camera to permit permanent video
tape record to be made of research sessions; (n) Includes compatible
interface PC; (o) Two external monochrome monitors to enable
monitoring of both scene and line-of-gaze; (p) Includes compatible
software to control eye-tracker operation, calibration, display,
and data collection; (q) Includes software for use off-line
to undertake data reduction and data analyses, graphical plotting
of line-of-gaze (eye positions), identification of eye fixations,
plot eye-scan patterns, tabulate pupil diameters, and accommodate
analyses with reference to user-specified areas-of- interest
within the viewing area; (r) Remote optics control until is
of small size and modest weight; (s) Power requirements: uses
100 - 240 VAC; (t) Provides user documentation for both hardware
and software. (2) Magnetic Head Tracker with standard transmitter
module, 10-ft cable, receiver module, and electronics module.
(a) Outputs: 1. X, Y, Z positional coordinates; 2. Orientation
angles; and 3. Rotational matrix or quarternions; (b) Update
rate greater than or equal to 100Hz; (c) Positional range:
plus or minus 4 ft (122cm) in any direction; (d) Positional
resolution: less than or equal to 0.03 inches (0.075cm) at
1 ft (30 cm); (e) Static positional accuracy: less than or
equal to 0.1 inches (0.25 cm) RMS averaged over transitional
range; (f) Static angular accuracy: less than or equal to 0.5
degrees RMS averaged over transitional range; (g) Interface:
1. RS232: 2400B115200 baud and 2. RS485: 57600B500000 baud;
(h) Binary Format; (i) Point or Stream Modes; (j) Power Requirements:
1. +5 VDC at less than or equal to 2.45 amps (average), less
than or equal to 3.85 amps (peak); 2. +12 VDC at less than
or equal to 0.53 amps (average), less than or equal to 0.63
(peak); and 3. -12 VDC at less than or equal to 0.34 amps (average),
less than or equal to 0.46 amps (peak); (k) Angular range:
plus or minus 180 degrees azimuth and roll, plus or minus 90
degrees elevation; (l) Angular resolution: less than or equal
to 0.1 degree at 1 ft (30 cm); and (m) A limited equipment
warranty of 36 months. The systems shall be delivered to not
later than 45 days after receipt of order to CDC in Morgantown,
WV 26505, FOB Destination. The provision at 52.212-1, Instructions
to Offerors Commercial Items, applies to this acquisition.
The provision at 52.212-2, Evaluation Commercial Items, applies
to this acquisition. The evaluation criteria stated in paragraph
(a) of this provision are as follows: (1) technical capability
of the proposed systems to meet the requirements stated herein,
and (2) price. The systems must meet the requirements stated
above to be considered for award. Award will be made to the
Offeror proposing an acceptable system at the lowest overall
price. Offerors shall include a COMPLETED COPY OF THE PROVISION
AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL
ITEMS, with your quote. The best way to complete this certification
is to download the FAR Clauses (Volume II) at arnet.gov,
print out the clause 52.212-3, Offeror Representations and
Certifications, and fill in the appropriate blanks. This certification
must be sent in with your quote. The clause at 52.212-4, Contract
Terms and Conditions Commercial Items, applies to this acquisition.
The following FAR clauses are hereby added to this clause:
52.211-16, (0% increase, 0% decrease, all items); 52.225-11,
and 52.247-35. The clause at 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders Commercial
Items, applies to this acquisition. The following clauses listed
in paragraph (b) of 52.212-5 apply to this acquisition: (7),
(8), (9), (10), (11), and (14). See CBD Numbered Note (1).
