The only seeming difference lies in what options we are willing to exercise, not the end goal.
One of these days we'll get involved in straightening Africa out and setting them on the right course, economically and politically.
But I never forget that we have NO OBLIGATION to do anything for any nation, except under treaty, and the US, as a self-interested nation, has the right and duty to its people to concentrate on those areas where it perceives its interests to be at risk (rightly or wrongly). Africa just doesn't pop up on the radar screen, and the US' rivals know that.
