You are right about Hitler being a victim of his theories. If he had merely been interesting in winning, he could have sought to attract the captive nationalities of the Soviet Union -- -baltic, byelorussian, ukrainian, etc. and many believe the Soviet Union would have collapsed.
The whole idea behind the Roman Empire was ridiculous. Captive nations were granted a high degree of autonomy and even Roman citizensip (St. Paul was a Roman citizen -- for all the good that did him. Still, they were robbed blind by their proconsular governors and were ready to rebel or support pretenders. Romans really had no choice -- they had to hire Gauls and Goths etc. because citizens weren't up to the job.
