I too, have been experiencing problems with Internet connection, but I do not believe there is any conspiracy to upgrade your service. However, I do believe the recent drop in QoS is related to the trend of switching subscribers to DSL.

I've concluded the problems I've experienced has been the ISP & not my ISDN line. I have had problems with an extremely poor connection not representative of an ISDN after not being able to connect to a particular dial-up connection (ISDN 213 AC). During this same period, I've connected to another PBI (PacBell Internet) ISDN dial-up server that happens to be a zone unit call in the 310 AC, that has not had the same problem. [Note this number is not central to PacBell's local area & is in a less income area where I believe the concentration of DSL is less prevalent.]

IMHO, there is some issue related to the provisioning of DSL, direct or indirect, that is impacting the ability to connect to the server & receive an quality connection to the POP. This is an area I am trying to learn more about. But I suspect dial-up users are being "subordinated" to the benefit of dedicated users when it comes to access to the POP.

I don't necessarily believe whatever is the cause of the problem is done intentionally. Rather it is a incidental effect that I believe that the providers are wrestling with, but at the same time unwilling to publicly acknowledge.

But the bottom line is that QoS has diminished. I'm not happy. If I don't receive some form of improvement I am strongly considering moving to a CLEC.
