Maybe I'm not the standard buyer, but I bought the ATT one-rate plan and it was a NOKIA phone that came with it. It could have been any brand phone and I would not have cared. I was not a savvy enough buyer to see any difference between the hardware available. My main concern was plan #1 and battery life#2. I bought the lithium long life battery as an extra.

No Qualcomm phones were even available at this ATT Center or I would have bought one because I am long QCOM. I am long QCOM because of the CDMA standard not because of their handset technology. I'm sure they will get their piece of this business but I think unless there is some profoundly significant difference between the phones available, most people will settle with buying the best plan and choose from the phones offered at that center.
