Honda are not developing their own fuel cells.
Yes, Honda did purchase fuel cells from Ballard and these are the cells they are using in developing their first prototype. However, their objective is to use a fuel cell that is lighter and more compact than the ones currently offered by Ballard...but Ballard along with Honda will be developing this new fuel cell. Unfortunately, the article is not very clear on that point.
