I am going with lml on this one. It is a matter of natural selection regardless of the tinkering and intervening by humanoids in the co. If one thinks of it, the high speed users are always on, and issuing commands and responses at a huge x times faster. Thus when one dial up tries to execute some web site browsing etc. the faster speed guy has already executed 50 times more stuff. In that way, hte faster users have grabbed the server and even routing attentions more. When the edge has finished servicing one adsl user, 49 more get service prior to one dial up. Plus the dial up user has th entire problem of extra resources needed for speed mediation algorythms and resources released by the faster folks. It sounds more like last mile speed imbalance effects alone.
