I think WCAP should trade around 6. From the charts it looks like the bubble is winding down and there was little response to the latest deal PR. I think a stair step short routine might be in the works in the teens. Short two or more points over the latest low and box at what appears to be the low of the day. It looks like 2 to 4 point intraday swings may be occurring. The loan business of WCAP was a penny stock in recent years. The internet component of assets is larger at this time and should trade as do closed end funds; somewhere in the neighborhood of 6 presently. I am interpreting the charts to indicate a growing realization by the trading public WCAP is essentially a closed end fund. As the education spreads, I expect the stock price to continue to be rationalized to that end.
