Great stuff! Such close agreement worries me <grin>.
I don't find any validity to adsl in the financial area as the ILEC loses the second line revenue and the adsl packages I have seen make the whole deal about equal. As far as net congestion stuff, your ILEC traffic model is a telecom one, and the packet model has the packet content and priority problem as an additional depth item is too hard for an ILEC to hit the target IMO and they should opt to leave the system alone. But you already said all this much more eloquently than I. As regards the CLEC leasing business negotiations, the ILEC wouldn't know how to write/negotiate contracts in the new network congestion areas we spoke of, thus, the winner will be the high speed data service seller whoever that is in this model. We should write a book!
