NT has been ported to the Alpha for a long time - it ran on Alpha before it ran on Intel. But you're right, it has not been a big seller, because it was still 32 bit and did not make much use of Alpha's 64 bit capability.

The announcement in September was that all of MSFT's 64 bit development would be done on Alpha and that CPQ would provide technology from its Tandem and DEC units to make NT more "enterprise ready". I expected an announcement about "next steps" at Innovate and so did many press watchers but no show. So maybe that is the announcement.
