Robert,

<<Mark Would you mind emailing that to the Governor of Arizona. It would also be helpful if you called Nyal Niemuth and Mason Coggin at the Arizona Department of Mines 602-255-3791 and share with them. They will allow you to tape record conversation if you ask. thanks.>>

Hope this meets with your approval ....

Dear Governor,

Re: International Precious Metals and the Arizona Department of Mines

I am very disturbed by the recent negative press coming from the Arizona Department of Mines, regarding a company known as International Precious Metals (IPM). As you may be aware, IPM is working diligently to solve a difficult mineralization recovery problem on their Arizona BRX property. IPM has, as part of their ongoing research efforts, contracted one of the most highly respected mining engineering firms in business today, Behre Dolbear. It is well known in mining circles that Behre Dolbear would not be associated with, or working for, any company that was not perceived as legitimate, well run, and persuing honourable goals.

Recently a man with almost half a century of mining experience joined ranks with IPM. His name is Dr. Sam Shaw - a very well respected and highly sought after expert - and a former employee of Behre Dolbear. Dr. Shaw chose to come out of retirement to work with the IPM team in persuing their hard sought after dream. I was pleased with this as were many of the IPM shareholders. I wondered just what his former employee - Berhe Dolbear (Canada) thought of this development - so I contacted the Canadian office and spoke to the president himself (Mr. Dave Wetmore) - a man that has worked some time with Dr. Shaw. I would like to draw your attention to the following comments below:

QUESTION TO MR. WETMORE

As of a few days ago, Dr. Sam Shaw was now part of the IPM team. Having known Dr.
Shaw for many years and being aware of his credentials, do you believe that Dr. Shaw would become invloved with IPM if it were not a legitimate operation?

ANSWER FROM MR. WETMORE (not exactly verbatim, but very close)

"Sam would NOT become affiliated with IPM if he thought that the company was not a
legitimate well run operation with a good/reasonable chance of success - **he doesn't have to" **.

Note .... ***he does not have to !!!***

QUESTION TO MR. WETMORE

Would it be fair to say that Dr. Shaw is there because he is intrigued with the science and he would find it exciting to be part of something that may be new and important?

ANSWER

Yes ... I would say that that would characterize Dr. Shaw.

**********************************************************************

This exchange, has for me, crytallized what IPM is all about - applied scientific research by dedicated people, bonded and driven toward a common goal. I think that when you more fully understand this, you can appreciate why comments such as those made by your Arizona Department of Mines, which describe the character and work of IPM so inaccurately and negatively, are viewed with such disdain by both the IPM team and their shareholders.

To say that I was disappointed with this development, does not begin to express my indignation. I would have expected something much more professional, well researched, and thoughtful from a state mining agency.

I only hope that when IPM meets with success and the truth be told, you will be there to endorse, embrace and usher in a new era in mineral recovery technology.

Sincerely,

Mark Bartlett
