Sure.

You don't want good employees to leave and get a better deal somewhere else. It is a lot more expensive to replace key employees than it is to change option incentives. There is a massive shortage of knowledge workers.

Unfortunately, it is tough to punish the bad without also demotivating the hard-working, knowledge-filled good employees.
