This is what I understood would be the case from a bondholder. If by "just refinance" you mean buy out existing holders and then resell it with a lower yield to others... well, possibly.. and while they're at it, they could just go ahead and raise a billion or two and be fully funded <g> (i.e., easier said than done)

While it's true that I have my own doubts about Hirsch's abilities, especially with the new larger push, my comment was actually a recent consensual reflection by several substantial owners.
