AUSTIN, Texas, Jun 4, 1999 /PRNewswire via COMTEX/ -- Rodney Boone,
CEO of Chemical Detection Technology, Inc. (ChemTech) and its parent,
Loch Harris, Inc. (OTC Bulletin Board: LOCH), has received a letter
confirming that Loch's ELF landmine detector and locator technology
will be included in a national mine clearance plan presented to the
Croatian government later this month.

"According to Dr. Milan Bajic, Deputy President of the Scientific
Council of the Croatian Mine Action Centre (CROMAC), the report
concludes a year-long study of the extent of Croatia's problem and a
strategy to demine the nation," said Boone. "Thirty nations are engaged
in similar national studies as a mandate from the December, 1997,
Ottawa Agreement, in which 122 nations signed a global treaty banning
anti-personnel landmines."

In April 1998, Croatia created CROMAC, turned the resolution into law,
and set a timetable to come up with a game plan. "It was a tremendous
task," said Boone, "because of the nature of Croatia's 1991 civil war,
during which an estimated 1.2 million landmines -- most of which were
undocumented -- were planted by everyone from loosely organized militia
groups to farmers."

Each of these national studies will be exchanged within the group of 30
nations in September, said Boone. "We are pleased to have this added
vote of confidence in the ELF technology, and we are happy that its
inclusion in Croatia's national strategy will be shared with all the
others."

The gravity of Croatia's report is staggering and sad, said Boone. "But
we are elated over the thought that, once field proven, our ELF
technology could revolutionize the world's ability to find and
eradicate this menace."

The problem is not limited to these 30 concerned nations, Boone noted.
"It is a global problem that will challenge our resolve and resources
overthe next 12 months."

ChemTech and its parent, Loch Harris, Inc., are studying several
organizational shifts to ensure that they meet that challenge, he said.

Boone and Dr. Henry Blair, noted physicist who developed the ELF
technology, visited Croatia two weeks ago, where they secured an
agreement with the state-owned Ruder Boskovic Institute to collaborate
in "live" field tests in the heavily mined nation of Croatia by
February, 2000.

Blair will present a paper on the ELF technology to an international
nuclear conference in Crete later this month.
