From a quick read:
The rules are different than I remember. Position limits are 4500, 7500, 10500, 20000, or 25000 contracts (on the same side) depending on the equity. I didn't see mention of index limits. I also did not see what the criteria were for determining which limit applied to which equity. There are some broadening of these limits when option contracts are purchased as a hedge. FLEX option contracts are outside of these limits as well.
